If you want to share documents openly to all public servants or in a visually structured way, GCpedia is probably better if you are comfortable with creating pages in MediaWiki (you can also reuse code from pages you like to make it easier!).
If the documentation is shared through a working group/committee, then GCconnex is probably better. Members will look for files in a folder format the same way as they would do in a regular computer drive system.
