GCconnex does not make something POR or not, it is how it is used. It is entirely possible to use the polling feature on GCconnex in a manner that would be considered POR, as well as a manner that isn’t.
It is up to each user to ensure that they are using the tool in a way that is policy compliant, and if a potential use of the polling function would constitute POR they should seek the appropriate approvals with their departmental Communications.
